A native of Catoosa County and 1992 graduate of Lakeview-Ft. Oglethorpe High School, Steven Quinn joined the Catoosa County Fire Department in 1999 as a volunteer firefighter. In 2001, he became a full-time firefighter and has since progressed through the ranks of the department, currently holding the rank of Assistant Fire Chief. In 2006 Chief Quinn accepted the additional responsibility as the Emergency Management Director where he served until 2014 when the county combined Emergency Management and 911 services. During his tenures as the county EMA Director, the county experienced two federally declared disasters, including a major tornado in April of 2011. In March of 2019 Chief Quinn was offered the opportunity to become the full-time Director of 911 and Emergency Management, where he currently serves at the discretion of the County Manager.

Director Quinn holds a bachelor’s degree in Fire Administration from Columbia Southern University, where he graduated Magna Cum Laude. In 2010, Director Quinn successfully completed the Georgia FLAMES program (# 107). He currently holds many certifications and licenses to include: Georgia EMT-Intermediate, NPQ Firefighter I and II, NPQ Fire Officer I and II, NPQ Fire Instructor I and Georgia Certified Firefighter as well as an associate degree in Fire Science from West Georgia Technical College. Director Quinn is a member of several professional organizations including: The Northwest Georgia Fire Chiefs Association, Emergency Management Association of Georgia, Georgia Association of Fire Chiefs and the Georgia State Firefighters Association. During his time in the fire service, Director Quinn has been recognized for his hard work and dedication. In 2001 and 2003, he was awarded the department Firefighter of the Year award and in 2006, he was honored to receive the Community Service Award. The Local Emergency Planning Committee recognized Director Quinn for his 10 years of continuous service to the committee.
