Job Summary: Under limited supervision, the Roads and Right-of-Way inspector is responsible for inspecting County rights-of-way and related projects. This role ensures compliance with codes, ordinances, and regulations, while supporting infrastructure management programs and public safety.
Job Duties:
- Interpret and apply relevant codes, ordinances, rules, and regulations
- Review, process, and issue right-of-way permits for driveways, utilities, and other related projects
- Monitor active permits for traffic control and code compliance; conduct final inspections and updating
- Inspect and update the County’s Sign Management Program and reporting, assisting the department in meeting MUTCD compliance
- Inspect and update the County’s Pavement Management Program and reporting, measuring road parameters for condition changes and repair needs
- Inspect and update the County’s MS4 management program and reporting, measuring infrastructure such as culverts, catch basins, ditches, and detention ponds for condition changes and repair needs
- Conduct field inspections to ensure compliance with MUTCD, GDOT, and EPD MS4 requirements
- Assist in field data collection, updating of GIS/asset management systems, and generating inspection reports
- Serve as project representative for inspection of projects, developments, infrastructure initiatives, and other related events as necessary
- Assist with road project planning, identifying and marking areas requiring patching, and verifying material quantities
- Collaborate with the Stormwater Department, contractors, and the public to resolve complaints and concerns to ensure program compliance
- Perform related duties as required or assigned within job classification
- Adjust work assignments and schedules in the event of an emergency to participate in emergency preparedness, response, and recovery activities as assigned
Education and Experience:
- Required: High school diploma or equivalent, with a minimum of (2) years construction oversight, inspection, or engineering related experience
- Preferred: Associate degree or higher in related field, with a minimum of (2) years construction oversight, inspection, or engineering related experience
- Any combination of education and experience that provides requisite knowledge and skills may be considered
- Required: Must possess and maintain a valid Georgia driver’s license in good standing
- Preferred: Appropriate certification for the type of inspection(s) conducted
Knowledge, Skills, and Abilities:
- Understanding of road construction, maintenance, and repair procedures
- Knowledge of sound engineering and construction best practices
- Knowledge of local, state, and federal specifications relevant to road construction and maintenance
- Familiarity with County geography, including locations of roads and rights-of-way
- Familiarity with County and departmental policies and procedures
- Familiarity with MUTCD, GDOT, and EPD MS4 requirements
- Proficient in reading and interpreting plans, maps, and technical specifications
- Skilled in GIS/asset management systems, the use of computers, and job-related software
- Skilled in the collection, analysis, and reporting of field data
- Ability to interpret codes, ordinances, and traffic control regulations
- Ability to interpret traffic laws, ordinances, and regulations pertaining to the safe use and operation of assigned equipment
- Ability to work independently and exercise sound judgement
- Strong organizational, problem-solving, and communication skills
- Capable of building positive relationships with County staff, contractors, and the public
