Job Summary:
This position is responsible for ensuring that all aspects of the Animal Control Department is conducted in a professional manner,
following all guidelines to protect the welfare of citizens, employee, and animals, and investigating and resolving a variety of
problems presented by the employees and citizens.
Job Duties:
- Manages a group of employees: kennel staff, clerical-dispatch officer, field officers, senior officer, court ordered community services workers and volunteers
- Works with rescues to reduce euthanasia rates, increase pet adoption and rescue rates
- Responsible for contacting our licensed veterinarian of record for frequent visits to animal control while providing input and advice implementing proper sanitation guidelines for infection and disease control of kennels and animals to include the general overall health of stray animals that have been injured
- Enforces animal control county ordinances and state laws overseeing daily operations and field services
- Supervises employees, addressing concerns and problems, also counsels or disciplines as appropriate, directs and assigns work, trains staff in operation, policies, procedures, and standard operating procedures
- Organizes, prioritizes, and assigns work and work schedules. Ensures subordinates have the proper resources and/or equipment to complete the assigned work, monitors status of work and inspects completed work on various occasions
- Responds to questions and concerns, complaints from animal owners and the public. Advises citizens of animal related laws, handles irate citizens and difficult situations arising from the enforcement of animal ordinances and statues
- Creating and implementing short, long-term goals for the animal control department with subordinates
- Updates policies and procedures as needed. Develops work methods, practice policies, operating procedures, and training
- Dog control and rabies control officer for the county. Ensuring the Catoosa County animal control operates in compliance with Federal, State, county and municipalities that pertain to domesticated animals kept and transported through Catoosa County
- Coordinates, oversees, schedules, plans, and participates in all operations and aspects of the Animal Control Department. Safety and welfare of all Animal Control employees to include all citizens of Catoosa County Georgia and the general public
- Assists in training of all employees for euthanasia certification. Keeps accurate records of euthanasia documents for the control of any class 1, 2, 3 narcotics. Orders class 1, 2, 3 for euthanasia
- Time keeping and payroll. Responsible for adherence to the departmental budget. Responsible for determining and maintaining department staffing needs. Interviews and selection of qualified applicants for Animal Control vacancies with the HR Department
- Coordinates, oversees, schedules, plans, provides, and participates in department training of staff. Responsible for maintaining departmental employee records. Maintains files and codebooks
- Responsible for sharing pertinent information, including department or county policy changes, staff duty changes, employee changes, and on call rotation schedules
- Exemplifies the ability to exhibit excellent judgment and maintains the receipt processing and dissemination of confidential and/or sensitive information. Coordinates, oversees, compiles, prepares, and submits all requested reports and activities of Animal Control Department
- Participates in periodic meetings and provides updates to employees. Attends Monthly Directors meeting with the Catoosa County Manager to bring updates and reports on department projects and activities
- Exhibits management and leadership skills. Maintains good public relations with other county departments, outside organizations, other agencies, and the public
- Compiles, prepares, implements disaster plans as directed. Provides direction and instruction for the department and assigned personnel during the event of a declared disaster in accordance with the county and department emergency management plan
- Operates as point of contact for other departments and agencies in the event of declared disaster or emergency response request. Meeting necessary deadlines per assignments designated to the Animal Control Department
- Performs other related duties as assigned
Education and Experience:
- Baccalaureate degree in a course of study related to the occupational field preferred
- More than five years of related experience required with at least 2 years of supervisory and/or management experience
- Any combination of training and experience that provides the necessary skills will be considered
- Possession of or ability to readily obtain a valid driver’s license for the type of vehicle or equipment operated
- Must be able to a crematory operations certification within 6 months of hire
Knowledge, Skills, and Abilities:
- Knowledge of training of Federal, State, and county laws and ordinances to include Georgia State Rabies Manual and guidelines
- Knowledge of Georgia rabies control regulations for domesticated animals and wildlife to include USDA rabies regulations and laws
- Knowledge of working experience and training with domesticated animals and wildlife
- Knowledge of Animal Control, Animal Services, and care of animals
- Knowledge of how to provide position direction, guidance, and supervision of the department personnel
- Knowledge of state and federal drug enforcement administration guidelines to administer medications to animals in a humane way
- Knowledge of Department of Agriculture guidelines for documents recording keeping
- Knowledge of agriculture animal protection laws for animal control and shelter
- Knowledge of computers and Shelter management software
- Knowledge of payroll timecard procedures
- Knowledge of personnel policies and procedures, candidate selection, and interviewing with HR Department
- Knowledge of supervisory principles and methods
- Knowledge of euthanasia, ordering, storing, handling euthanasia medications and other medical equipment
- Knowledge of tracking departmental budget
- Knowledge and training in disaster plans under Federal Emergency Management plan for animals and citizens
- Knowledge of hazardous chemicals and diseases to include infection control
- Knowledge in investigations of complaints, capturing techniques procedures and laws, and restraints of domesticated animals and some wildlife
- Knowledge of state laws, county ordinances, DEA regulations and requirements
- Skill in interpersonal relations
